Inquiro Intelligence

Training and Consultancy in Open-Source Intelligence

Transforming publicly available information into reliable intelligence through disciplined investigative methodology.

Open-source intelligence is not defined by the ability to find information, but by the discipline required to evaluate, interpret, and explain it.

Inquiro Intelligence was founded by Gareth Wilkinson, former leader of the Digital Media Intelligence Unit at Merseyside Police

Drawing on this operational experience, Inquiro Intelligence provides professional training and specialist consultancy in open-source intelligence methodology to investigators, analysts, and organisations operating in complex digital information environments.

THE MODERN DIGITAL INFORMATION ENVIRONMENT

Why Interpreting Digital Information Has Become More Difficult

Organisations increasingly rely on information discovered online when conducting investigations, assessing risk, and making strategic decisions. Publicly available digital information can provide valuable insight into individuals, institutions, and events.

The modern information environment also contains vast quantities of material that may be incomplete, misleading, or deliberately manipulated.

Misinformation, disinformation, synthetic media, and algorithmic amplification have made it increasingly difficult to determine what information can be trusted. As a result, the challenge facing investigators is no longer simply locating information.

The challenge lies in determining what that information means, whether it is reliable, and what conclusions can responsibly be drawn.

Without disciplined investigative methodology, open-source research can easily produce confident conclusions based on incomplete or unreliable information.

Finding information online is easy.
Producing reliable intelligence requires discipline.

DEVELOPED THROUGH OPERATIONAL INVESTIGATIONS

The Experience Behind Inquiro Intelligence

Inquiro Intelligence was founded by Gareth Wilkinson, whose career in policing focused extensively on the operational use of open-source intelligence.

Gareth spent almost two decades serving with Merseyside Police, specialising in open-source intelligence from 2014 onwards. He served within the force’s Digital Media Intelligence Unit, a dedicated team responsible for conducting open-source investigations in support of major criminal investigations and operational policing.

The unit is widely regarded as one of the United Kingdom’s most experienced dedicated open-source intelligence teams.

During this period Gareth led open-source intelligence work across a wide range of complex investigations, including major incidents, organised crime investigations, and high-profile criminal cases where the accurate interpretation of digital information was critical.

This operational experience led to the development of the Inquiro Intelligence Model, a structured investigative methodology designed to ensure that open-source investigations are conducted with discipline, transparency, and analytical rigour.

THE INQUIRO INTELLIGENCE MODEL

A Structured Methodology for Open-Source Investigations

Professional open-source investigations require more than technical tools. They require structured investigative methodology capable of transforming information into reliable intelligence.

The Inquiro Intelligence Model provides a disciplined framework for conducting open-source investigations.

The model structures investigations through six stages:

  • Requirement

  • Discovery

  • Capture

  • Analysis

  • Verification

  • Dissemination

Across every stage investigators apply three continuous analytical tests:

  • Relevance

  • Reliability

  • Reasoning

These tests ensure that research remains focused on the investigative question, sources are critically evaluated, and conclusions are supported by disciplined analytical judgement.

In complex digital information environments, structured investigative methodology is essential to ensure that open-source intelligence remains reliable, transparent, and capable of supporting real-world decisions.

ADVANCING PROFESSIONAL STANDARDS IN OSINT

Open-source intelligence has developed rapidly in recent years as digital information has become central to investigations, journalism, corporate risk analysis, and regulatory activity.

At the same time, the growing popularity of OSINT has led to increased emphasis on tools and technical methods, sometimes at the expense of investigative methodology.

Inquiro Intelligence was established to promote a more disciplined and professionally grounded approach to open-source investigations.

The Inquiro Framework comprises three elements:

  • Inquiro Doctrine

  • Inquiro Principles

  • Inquiro Intelligence Model

Together these elements provide a coherent structure for how publicly available information should be evaluated, interpreted, and communicated within professional investigative environments.

Rather than focusing solely on tools, the framework emphasises investigative thinking, analytical discipline, and methodological transparency.

WHERE OPEN-SOURCE INTELLIGENCE SUPPORTS DECISION-MAKING

Publicly available digital information increasingly influences investigations, organisational risk management, and strategic decision-making processes.

When interpreted through disciplined methodology, open-source intelligence can provide valuable insight across a range of professional contexts.

Investigative Work

Investigators frequently encounter digital information during criminal, regulatory, and internal investigations. Social media activity, digital media, and online records can provide valuable investigative leads but often appear without clear context or provenance. Structured OSINT methodology helps ensure such information is interpreted responsibly and incorporated into investigations without analytical misinterpretation.

Due Diligence

Organisations often examine publicly available information when evaluating business partnerships, investments, or senior appointments. Open-source intelligence can help identify corporate affiliations, reputational concerns, and publicly documented relationships. When conducted through disciplined methodology, such research provides valuable context for informed decision-making.

Reputational Risk

Narratives about organisations increasingly emerge within digital environments shaped by social media platforms and online publications. Open-source intelligence can help organisations understand how information about them is developing and circulating, allowing them to respond more effectively to reputational challenges.

Strategic Awareness

Public digital information can also provide insight into emerging issues, professional networks, and developments across particular sectors. When interpreted through disciplined analytical methodology, open-source intelligence can support more informed strategic awareness.

WHEN ORGANISATIONS ENGAGE INQUIRO INTELLIGENCE

Organisations often encounter situations where publicly available digital information becomes relevant to an investigation, organisational concern, or emerging risk issue.

Typical scenarios include:

• Investigations involving complex digital information
• Concerns about the reliability of online material
• Independent review of existing OSINT investigations
• Development of internal OSINT capability
• Reputational due diligence relating to individuals or organisations

In these situations, structured investigative methodology helps ensure that digital information is interpreted responsibly and analytical conclusions are supported by reliable evidence.
